EMERGENCY MANAGEMENT
Known as Franklin County Civil Defense & Emergency Management today has a part-time ham operator and assistant.
I am starting Today another Franklin County Area 501 c3,. We must start NOW, today, meeting are held at 4644 S 1400 W Preston Idaho 83263 Saturdays 8:am -9:30 pm not lowing; Commitment whether paid part time or volunteers that are both capable & dedicated to do what is needed
We need 12 volunteers over 12 departments of Civil Defense and Emergency Preparedness, and more than 30 tactically trained search & rescue / first responder volunteers, 20 civil triage trained volunteers, 40 trained specialist for combat, street defense, home invasion defense, herbs and medical supplies, ROTC, MEDICAL, MILITARY, Biologist, Scientist, Engeneers, Mechanics, Farmers, other civil defense groups. Coordinating with Church, and Community organizations, LDS ward and stake emergency preparedness leaders. needing a great online functioning website with online e-training, informative links covering the 12 emergency focal points, we can start to become better prepared. In addition we must have water filtration systems for drinking water should contamination occur, medical supplies of iodine, antibiotics, chemical mask with canisters, clean and decontamination room, incinerators, tertiary treatment for sewage, to drinking water, at least a weeks supply of fuel for emergency vehicles, Contagion and pathogen measures, alert, alarm and warnings procedures and hardware, teaching how to farm food, water hand pumps, assisting citizens in personal emergency preparedness,
Staff & Volunteers
The organization's staff and volunteers should be trained in first responder skills, and first aid, damage assessment, severe storm management, public relations,
water purification, security measures, self-defense, ham communications, and panicky residents, and or specialized skills useful during major emergencies

Public Relations
The Public Relations Section provides skilled speakers for talks with groups in Franklin County. Each level of government had specific responsibilities. However, all had a responsibility of preparedness for nuclear attack. The formation of the Federal Emergency Management Agency (FEMA) in 1979 and ultimate name change to Emergency Management was an indication of a change away from specialized preparedness for single hazards and a move toward an all hazards approach; attack, natural, and technological to potential threats to life and property. Merging of Agencies
This reflects not a reduction in security, but an increased emphasis on making the nation's emergency management capability responsible for any major emergency or disaster. A merger of 20 federal agencies took place in March 2003 forming the Department of Homeland Security. Today's Emergency Management is an intricate part of Homeland Security forming the Preparedness and Recovery Directorate. As an agency not aligned with law enforcement, fire protection or medical services, it provides a strong association with all three while mitigation, preparedness response and recovery remain major responsibilities.

Preparing for A Small Emergency & at a Catastrophic Level
The number 1 catastrophic threat to the USA that affects our residents is not nuclear war, it is a complete power grid failure. Our Federal government agencies say that this is highly likely to last where the grid would be down for 18 months, within 6 months, 50% of our population would be dead, within 12 months as high as 90% would be dead. No food & No clean water equal Illness, starvation., and death. This type of Catastrophic failure can be done simply web-based internet hacking. Within the last two years it is estimated that we have over 400,000 military age men from countries that have sworn to destroy the USA. So in addition to small hail storms, floods, earthquakes, fires, that are regional disasters where we could receive outside help, we now face many unknowns and we should prepare now as a county. We are Not Prepared for much of anything other than a slightly increased rain season.
We have no fuel storage, even just to run emergency vehicles
We do have an impressive HAM radio station with new antennas and some sand bags

What we may wish to consider is creating a group volunteers that would cover the 20 categories of emergency management.
Currently Our Emergency Plan consist of one man part time with an assistant that are very good HAM operators. The Sheriff, and possible training of a few citizens. The county website has no valuable information and directs people to websites that are down, except for the provident living website.
As Joseph of Egypt store food, many people do have food storage. All the federal stores of food have been given away, we have nothing at the local government level.
Fuel Storage, all Federal fuel storage have been used, we have nothing at the county level
Equipment and extra parts??
Provide services to our County and Town Governments and start sharing resources and machinery.
Develop hot springs, public pools along with purification plants, create level 1 tertiary treatment facilities. mud lined natural higher elevation ponds and lakes for gravity fed water distribution
Rural First Responders should have a volunteer committee of 5% of the population, so 700 people for Franklin County That are trained specialist to handle EMT type situations. We can not depend on the state government nor FEMMA should the national power grid shut down.

Constitutional Sheriff; We must elect a true constitutional Sheriff. If our local Sheriff, and or law enforcement thinks that it is beholding to anything, and or anyone, other than the Constitution and these our residents, within this our county, then we are all at great risk of being exhorted instead of being protected. It is the constitution of the United States of America that keeps each one of us free from being rounded up and persecuted or worse. We must elect a Sheriff that is a hero. If we elect a Sheriff with a need for attention even from the FBI, and or CIA, then we will have a Sheriff that does not adhere as a Constitutional Servant. History shows us what can happen when leaders do no know the constitution, nor abide by the Constitution.

Geothermal Power Plant: Franklin County has geothermal hot water to create energy for electricity generation ( there are funds available to create a self-sufficient Geothermal Electricity Production Power Plant that could serve our area and beyond. Just a thought, within our County we've have committed to spend a very large amount of money for improved water systems. If we wanted to we could receive some grants and possibly venture spending 1/10th of what the new water systems cost and we'd have our own Geothermal Power Plant as well. self sufficient.
